About Us
CTSL is a company owned and operated by Saint Lucian nationals with over
20 years of Information and
Communications Technology experience
in the local, regional and
international arena. CTSL personnel
have worked extensively with
Government , the Private Sector and
international organizations.
CTSL has well established links with major IT players including
Microsoft, Cisco, Intuit, the
Internet Corporation for Assigned
Names and Numbers (ICANN) and the
European Computer Drivers License
Foundation (ECDLF).
Service to the
Community
CTSL personnel have served Saint Lucia on a number of boards and council
including the Sir Arthur Lewis
Community College (SALCC), Junior
Achievement of Saint Lucia, National
Economic Council (NEC), National
Council for Science and Technology
for Development (NCSTD), Radio St.
Lucia Limited (RSL) and the National
Training Board. At the invitation
of various Government departments
and organizations CTSL personnel
have also represented Saint Lucia at
various regional and international
ICT events in the Caribbean, United
States, Europe, Latin America, the
Pacific and Asia.
CTSL personnel continue to serve on the Communication Information and
Informatics Sub-Commission of UNESCO
and the American Chamber of Commerce
– St. Lucia.
Pioneering ICT Accomplishments
CTSL personnel have been directly involved in a number of cutting edge
developments in relation to ICT in
Saint Lucia including:

Establishment of the first Internet eMail connectivity for Saint Lucia in
October 1992 through the
Caribbean Universities Network
Project (CUNet) in collaboration
with the Organization of
American States (OAS) and the
University of Puerto Rico.

In March 1994 CTSL personnel became the first Microsoft Certified
Professional (MCP) in Saint
Lucia after successfully
completing certification
examinations in New

In November 2004 CTSL personnel were directly involved in the
certification of the first
International Computer Driving
License (ICDL) training and
testing centre in Saint Lucia
and CTLS personnel were the
first Saint Lucians to be
certified as ICDL examiners.
CTSL personnel also established
the first Sylvan Prometric (MCP,
MCSA, MCSE, CCNA, CompTia A+,
etc.) testing centre and the
first Microsoft Office
Specialist (MOS) testing centre
in Saint Lucia.

In December 2005 CTSL personnel became the first Certified Information
Systems Auditor (CISA) in Saint
Lucia. The CISA program is
designed to assess and certify
individuals in the IS audit,
control or security profession
who demonstrate exceptional
skill, judgment and proficiency
in IS audit, control and
security practices.
